Certainly. URLResolver was maintained by JSergio123 a while back. He then received a cease and desist notice and moved to the shadows for a while. URLResolver is needed by many addons.
JSergio123 now became active again this past week and created the ResolverURL (not sure the reason though). Many devs decided to update their addons to use this new tool. So now, you have URLResolver used for some older addons and ResolverURL that is installed as a dependency for new/updated addons.
