MPEG4 problems

I just installed XBMC on my daughter's Windows 7 Dell laptop so she can watch some movies in her room. When I go on Ic*f*lms, every movie plays perfectly, even the 720p movies. The only thing it's not playing, are MPEG4's. They are very laggy and choppy. Do I need to download a codec maybe? They play fine on my Pi, and my PC.

No, everything should play out of the box.
What happens if you download an MP4 and try to play it? Still choppy?

I very rarely suggest installing codecs and whilst its not a codec I'd try installing ffdshow first or only as I know it didn't mess up my Windows 7 pc try installing K-lite codec pack with mpc-hc which will include ffdshow and some good codecs.
If the mpeg4 files still fail to play try them in mpc.
